First Government Party Congress sets milestone for leadership and development

The First Party Congress of the Government Party Committee for the 2025–30 term successfully concluded after two days of urgent, responsible work, completing all assigned agendas.

The Congress reviewed and evaluated the results of the 2020–25 term, assessed the leadership and direction of the Government Party Committee’s Executive Board during this period, and identified the orientations, goals, tasks and solutions for the 2025–30 term. It also discussed and contributed opinions to the draft documents to be submitted to the 14th National Party Congress.

The Congress approved the Political Report and the Self-Assessment Report of the Government Party Committee’s Executive Board for the 2025–2030 term, with a strong focus on the achievements of the 2020–25 term. It affirmed that Party building work received particular attention and was clearly defined as the foundation of trust, the driving force of reform, and the decisive factor ensuring the comprehensive leadership, direction and governance of the Government Party Committee over socio-economic development tasks. The report emphasized innovations in personnel work; strengthening the protection of the Party’s ideological foundation; and deep, practical, and effective implementation of studying and following the ideology, morality and style of Ho Chi Minh.

The Government Party Committee closely followed the Party’s guidelines and resolutions, leading and directing the comprehensive, effective implementation of the three strategic breakthroughs, six key tasks, and twelve main solution groups set out in the 13th National Party Congress Resolution. Despite more difficulties and challenges than opportunities and advantages, and despite certain limitations, the Government Party Committee fundamentally fulfilled the socio-economic goals, targets and tasks for the 2021–2025 period.

The Congress upheld a high spirit of solidarity and democracy, with lively and responsible discussions, providing many direct, straightforward contributions to the draft Congress documents and the draft documents to be submitted to the 14th National Party Congress. Specifically, all 51 subordinate Party Committees submitted written reports with over 110,000 opinions: over 109,000 expressing agreement and more than 2,600 giving comments and suggestions.

The Congress approved the consolidated report of opinions on the draft documents to be submitted to the 14th National Party Congress and the Resolution of the First Party Congress of the Government Party Committee, 2025–30 term, with many comprehensive tasks and solutions. It emphasized six breakthrough task groups on socio-economic development, administrative reform, digital transformation, human resource development, digital government building, and improving the quality of personnel work, specifically:

(1) Promote comprehensive and effective implementation of the three strategic breakthroughs in line with the Politburo’s Resolutions:

- 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation;

- 59-NQ/TW on international integration in the new context;

- 66-NQ/TW on reforming law-making and enforcement to meet development requirements in the new era;

- 68-NQ/TW on developing the private economy;

- 70-NQ/TW on ensuring national energy security to 2030, vision to 2045;

- 71-NQ/TW on breakthrough development in education and training;

72-NQ/TW on solutions to protect, care for and improve the people’s health.

Striving that by 2030 the digital economy will account for at least 30 per cent of GDP.

(2) Prioritise promoting growth in parallel with macroeconomic stability, inflation control, and ensuring major economic balances. Ensure public debt, government debt, external debt and budget deficit remain within permitted limits.

(3) Develop the State-owned economy as the leading force guiding the national economy, while the private economy is a key driver of the national economy. Focus on completely resolving long-standing project bottlenecks to unlock resources for the economy.

(4) Accelerate the development of cultural and entertainment industries. Focus on improving the quality of healthcare services, shifting from treatment to health care and protection.

(5) Implement comprehensive and effective solutions to create fundamental change in climate change response, disaster prevention, environmental protection, and basically address environmental pollution in both urban and rural areas, especially air pollution in Hà Nội and Hồ Chí Minh City.

(6) Build a regular, elite, modern armed force; accelerate breakthroughs in defense and security industry development with autonomy, self-reliance, dual-use capacity and modernity; firmly safeguard the Fatherland in all situations, especially against high-tech warfare.

The Government Party Committee demonstrated strong determination to effectively implement the approved tasks, reinforcing its core role in advising, directing and operating the Government’s work, contributing to the successful realisation of the nation’s strategic goals in the new period.

The Government Party Committee has 35 automatic delegates to the 14th National Party Congress, consisting of official and alternate members of the Party Central Committee working in subordinate Party Committees. At the closing session, the Congress announced the Politburo’s decision appointing the Government Party Committee Delegation to attend the 14th National Party Congress, including 70 official delegates and 12 alternate delegates. Comrade Nguyễn Thanh Tùng – Member of the Government Party Committee Executive Board, Secretary of the Party Committee and Chairman of the Board of Directors of the Joint Stock Commercial Bank for Foreign Trade of Vietnam (Vietcombank) – is honored to be an official delegate of the Government Party Committee Delegation to the 14th National Party Congress.

With the motto “Solidarity and discipline – Democracy and innovation – Breakthrough development – Close to the people, for the people,” the First Party Congress of the Government Party Committee, 2025–30 term, marks an important milestone. It reflects a new stage in Party building and enhances the leadership and direction capacity of the Government Party Committee as the country enters a period of rapid, sustainable and comprehensive development.
